`prompts.py` defines the compliance questions and the prompt template for LLM analysis.

- **COMPLIANCE_QUESTIONS** → List of 5 questions with `id`, `title`, `requirement`, `retrieval_query`
- **ANALYSIS_PROMPT_TEMPLATE** → Template string used to generate LLM prompts
